After some discussion online, I learned it is already in the MAG Code:
- Bwd. uprise and double salto fwd. t. to up arm hang. (E-part)
Therefore it wouldn’t be named for Pakhniuk.

This skill is in the code, and was done in training in the last few years by a Japanese gymnast. Not sure who, but I do remember seeing the video
