It will be up to that nation to decide whom to send to Rio.
Note: The Olympic Committee in some nations decide NOT to send gymnast invited by FIG. Some don’t want to spend the money. Some have performance requirements. “Athlete must have proven potential to finish in the top 50% of the field at Test Meet“, for example.
