1. Top 8 all around at 2011 Worlds
2. Gymnasts ranked 9-12 at 2011 Worlds
3. Remaining spots filled by gymnasts from countries in team finals at 2011 Worlds, with no more than two gymnasts per country.
Seems FIG is making up rules as they go along. Again.
Why?
One very good reason is that Victoria’s Floor is Canada’s best shot at qualifying for a FINAL in the London Olympics.
Victoria Moors of Canada and Ryuzo Sejima of Japan will compete in the AT&T American Cup, replacing Germany’s Nadine Jarosch and Philipp Boy, respectively. Scheduled for March 3 at New York City’s Madison Square Garden …

Lee didn’t earn the spot, other than anything Canada might have had in place once they were issued an invitation. It’s not clear how Canada received the invitation.
