Kirill is only the second Artistic gymnast to compete the air flare, after Morgan Hamm.

The air flare was competed at NAIGC Nationals this year. There’s at least three now.

Just checked the current Code as posted on FIG. It’s not there. (p. 47)

It would probably be just given an A-value as I think they had that listed under breakdancing skills like windmills.
On a different note, a very poorly composed routine, he doesn´t arrive at all corners automatic deduction.
But good skill
I seem to recall Morgen getting a D-part for it in the USA.
Paul Hamm can do it also (see comeback video), so that is at least 4. Although Morgan seems pretty retired.
I did see Paul do it on his website. But he never competed it, so far as I know.
His last meet was where he broke his hand on P Bars.
