One theory is that by holding off till next year, any sanctions such as a one year ban will prohibit the Chinese from entering a team at next years worlds. This would stop them from qualifying a full team to 2011 and subsequently the London Olympics. I think Grandi has shown that he is not fond of China, which is why fans are worried.
