well, this meet was decided to be a world cup last year
they probably expected a higher attendance rate as in previous years they got Russians and such
The reason I believe is because to be considered a “world cup” competition you need a minimum of 8 athletes on each event to qualify it as such. Many of the girls that were supposed to compete got injured during training and had to withdraw from the competition.
I also believe the people in Montreal were very dissipointed that so many girls withdrew at the last moment because of injury.
